Joe responded in that way because Iris is in the hospital because Wells stole Barry's speed. He was understandably pissed. And I never really gelled with this show's take on crime and punishment, but, yeah, I was kind of on Iris' side from the beginning. Iris was worried for Wally's life. Meddling actually shows that she loves him and doesn't want him to die. So, street races are illegal, or whatever, but I think the more important point is that they're dangerous and Wally could get hurt. And just having that experience with her mother - someone who she didn't even get to know before she passed away, I empathize with Iris for wanting to keep Wally around. It's very much big sister behavior.
