What an epic episode. Marcel's plan was again... not really good, but it was ballsy and respectable in my opinion. And earlier in the episode, Elijah still thinks Marcel was behind the bombing at the bayou and it's probable that Elijah assumed that Marcel was behind the hijacking of Hayley.

That night was a full moon. The brothers of Francesca touched the rings after activating the curse on the full moon, which is why they didn’t fully transform but were able to go into semi-wolf mode to make their bites lethal.

But once they take a human life, they trigger the curse. In come the increased strength and heightened senses. Their first actual transformation (which is apparently mindblowingly painful because it consists of every bone in your body breaking, and you feeling each individual snap) occurs on the first full moon following the event that triggered the curse. What the stones will do once they're fashioned into the Moonlight Rings is give the wearer of the ring the ability to resist the transformation during the full moon - something not many werewolves can do. Genevieve needed the blood of a werewolf who could control their form on their own during a full moon for her spell. Klaus was one of the few who can do that, so that's why he offered his blood for her spell (which turned out to not be a good idea). These Moonlight Rings would allow the wearers that same control. Similar to the Sunlight Rings for the vamps. So the Guerreras triggered their werewolf curse by killing the humans in their security detail. And now they have the stones for their Moonlight Rings so they can avoid the painful transformations, and retain full control of when/if they transform at all. And because Genevieve used Klaus's blood to bond the spell for the stones, anytime they're used by a ringbearer to avoid the transformation during a full moon, they draw power from Klaus, which drains him and leaves him in the weakened state we're seeing him in at the end of the episode.
