I get what Kane was doing. He was basically making an example of abby in the camp. However I do agree with you that it doesn't really make sense because he promotes her to Chancellor.

Finn when he was in the ravager cave, a ravager tried to kill him, and to get out of it he had to kill the man. Symtoms for Ptsd include Altered Anxiety state, and changes in mood or thinking. Both are things Finn is experiencing.
