Yeah, Frank only used the stuff he found to the extent of getting Julie to the room to tell her about Ryan. After that scene they most likely stayed talking for a while, got close, and then she was involved in it And she liked Frank and was invested into his reunion with Ryan.

He didn't blackmail her that I'm aware of, he just figured out what was going on. And Julie doesn't seem to like Bullet. She's tolerating him because he's paying for stuff and their business. I think Julie and Frank had a lot in common so they connected a bit too in addition to needing to work together.
