I agree with above that El may have been able to save Max because she was already inside her mind. Maybe also because it just happened so maybe it was using her mind to restart her heart. I remember someone in the show saying that Vecna takes everything of who someone is when he kills them. I’m holding out hope that since they were able to save Maxs body, that if they can defeat Vecna next season, her mind/soul will be released by him and she has a body to go back to.

If he hadn't hit the hive mind with the flamethrower, 11 might not have been able to get the upper hand and the strength to save Max, thereby saving the world. He also directly saved Hopper, Joyce, Nancy, Robin and Steve, allowing them to continue the battle. I knew that Vecna was going to disappear soon as he fell out the window because it was really similar to Michael Myers falling out of the window in the first Halloween. I think 11 was only able to heal Max because she was already in her mind. I assume that she can't raise the dead if they're standing beside her irl. The Duffer Bros planned to kill Steve in Season One, but the actor made them change their minds. So, they never envisioned that the relationship many viewers would be most invested in/protective of would be Steve and Dustin. That was just a fluke of onscreen chemistry and smart writers and producers who recognized it. My theory is that we always think Steve is going to die is because he was originally written to set that up as a logical plot point because he seems a bit extraneous by the numbers. Further, I theorize that it has impacted how viewers have received certain things overall. But because of his relationship with Dustin, the viewers are gradually finding Jonathan more expendable, and despite what Will and 11 think, to the viewer, Dustin to be the heart of the show, not Mike. I think that and a slightly lower degree of difficulty acting wise on the part of Will and Mike is why those three were kept separate in this season. I'm sure plenty will disagree, but I can't imagine those two actors brining the same weight to encountering Vecna that the rest of the cast did. I'm not slamming them, they're all young and learning as artists, and they do a great job on the teen angst side, they just have a bit further to go to catch up to the rest of the gang in some of the heavier stuff.
