Her mom has clearly been an alcoholic before, considering how she knew her mom would be drunk when her dad left. So it's very understandable she doesn't trust her and she's traumatized from nearly having the apartment burn down...remember she's only 16/17, and she would be terrified. She has trust issues, like Alex pointed out.
