A little late, but the game also clearly said to get to the goal. And the bus had the word goal on it painted clearly. It's not meant to be fair anyway, it's a game designed to kill people. I don't think the idea is that anyone cares if anybody survive in a game. If you do, more torture. If you don't, they obviously don't care. It's a perfect game for what seems to be it's purpose.
