I think it makes sense for Harold to go here. We see at the end of the last episode Duncan and his alliance have the majority and Courtney only leaves because of Harold switching the votes. He never did anything to flip the social dynamics of the tribe so by getting rid of Courtney he just bought himself an extra week.
