Given how Palpatine would reward people who served the empire well by cloning them as storm troopers and his own genetic experiments a storm troopers can be literally any character or clone of a character needed for a story. Or have any combination of features needed. Also adds in an easy spot to put in character drama or angst: the trooper is a fugitive from the only life it knows and it just saw the person who it escaped with use magic to toss a dismembered body of another trooper at it or other troopers. Despite Luke being a polite kidnapper he'd appear scary as fuck at first in my opinion.
