Village POI: Cellar

Here's also one of the new POI's for Village expansion.
With this cellar, I also now implemented the ability to use basements which go under the terrain.

Off-topic, but how do the gun shot sounds work? Sometimes it sounds like the enemy gun is going off right next to my ear. Is there a separate ballistic crack ("sonic boomlet")?
