Harlan the Cowboy! - Fourth Endboy!

He has the power to "finger-bang" bullets, where he could project bullets from his fingers when he uses uses his hands to mimic a gun, just like actual kids who play cowboys.
Harlan initially started off with Marvin graduating as a loyal policemen from the same Police academy in Toastland with Marvin remaining in Toastland City and Harlan moving to the farmlands as a Sheriff to protect the great wilderness of Toastland from criminals.
Initially, Ray approached Harlan to join team SuperPump, but Harlan had second thoughts, that he ought to be staying true to his duty of protecting the wilds of which he declined Ray's offer and referred Ray to Marvin instead.
With his camel-horse, Harlan set out to the fringes of the wilderness to recce, that's when a looming darkness came forth from beyond.
