Perhaps - it's often stated that gunblade users are pretty rare in general, and you almost never see anyone else using them aside from Squall and Seifer.

2017-06-10 19:59:04 +0000 UTCI think another reason why Squall was nudged into the leadership position would be for the sheer fact that he had already become adept with a gunblade at a very young age. The impression that I get from the FFVIII universe is that this is a very difficult weapon to wield and therefore only very gifted people are able to master it. Someone like Cid may see this as an example of great potential... a potential that's seen very rarely in SeeD's. I think if it wasn't for his rebellious and unruly attitude Seifer would have almost certainly been the designated SeeD leading figure.
