I can attest to that. Most of the homeless I do outreach with here in SF were all over PPP from the drop. People were making up fake mall buisiness claims like hat stores and tattoo parlors and just coming up left and right for months... On the other hand know a couple of music venues that applied, one out of 4 got the help they needed.
