Updated rules
Added 2021-12-28 20:42:24 +0000 UTC-Request must be submitted before the 21st of every month, I don't do last minute request.
-No more than 4 characters per monthly request
-I don't do revisions; all request are final (i.e. don't change your mind suddenly)

It occurred to me that I forgot to update the rules to remove the "no blender rule" So yeah, it's pretty much the same, just had to make some alterations to my rules
