Taihou, the one you suspect to be Suirei's mother, was a servant of Loulan's mother back when she was a concubine of the former emperor, the concubine was eventually given away to Shishou and then had Loulan with him. So as far as this story goes, if Suirei is the daughter of Taihou there is no blood relationship between Loulan and Suirei. Furthermore about the daughter of "Taihou and the Doctor" we heard that story, or at least one strikingly similar before, from Lady Anshi/the current Empress Dowager some episodes back. That during the time of the old emperor a girl gave birth to a daughter, but the old emperor refused to acknowledge her as his own, in the end it was decided that she had an affair with a doctor. At that point in time doctors were the only men that were allowed to be in the rear palace without being castrated, so that doctor and the child were banished while the mother was forced to stay in the rear palace for the rest of her life (and even after death). It was mentioned before that Lakan, instead of making an heir for himself, adopted his nephew after he took over the family, but it was mentioned just briefly on the side so it's not surprising to forget that.

Suirei needs to face Justice for all of the deaths and near deaths she has caused, but I think they might be trying to protect or help Maomao. If they wanted her dead she would be so, and I see no reason to use her to sway Lakan in anyway. He would just go after anyone who is responsible for her being taken anyway.
