I have had people happen upon me when I didn't hear them coming. Usually they're not too upset, but you never know. I have been reported to a ranger in Oregon and run off of a location (we were ready to leave anyway), but the few times I've run into rangers here in Wyoming and Nevada, they just caution us to be discreet.
