He wasn’t her brother. He was her foster brother at one home. And she got in trouble for the reasons you said plus she included her other foster siblings but intentionally left him off.

For example if someone becomes a fed because they want to abuse their power to help them and ppl they know then the rules are great to stop them becoming feds but if you have someone like nolan who has stolen then its bad.

Also i do think it was her brother and then they got separated in the system after a year in the foster home.
