They're still developing these characters, but the rundown so far is that they're rival secret agents who merge with people for the sake of espionage. Because the candy industry is srs business!
Trouble occurs when the two accidentally try to merge with each other. Which causes them to permanently merge with each other like two-part epoxy. Neither one of them wants to admit that they like it, but you can't hide those thick boners.
